Why I’m running again.

2026 is an extreme drought year. The drought of 2022 motivated me to run for Helix Water District's Board of Directors, to address water security. I promised water that is pure, healthy, and fairly priced, and I've worked to deliver on that promise every day since.

Over these 3-1/2 years, I've earned a certificate in Executive Education in Public Policy, attended water conferences, and toured water projects across California to study solutions to our State's drought challenges. I represent Helix Water District on multiple regional water and infrastructure committees.

My name is Andrea Beth Damsky. I am the current Director of Helix Water District Division 2, asking you to re-elect me for a second term.

Water district directors oversee the district's finances, water service, and facilities. I fulfill these duties as Chair of our Finance & Administration Committee and our Water Quality & Resources Committee. Every year I've served, the District has received a Clean Audit of its financial records.

Next year, the Board will set water rates for the following 5 years, accounting for the rising costs of materials, chemicals, electricity, labor, infrastructure upgrades, and the water itself. This process is strictly regulated by State law: water districts may only charge rates and fees for the costs associated with providing water to our customers. I will hold the line on fairness, as I promised in 2022.

My background is in science: a BS in Environmental Science & Land Use Planning, an MS in Traditional Chinese Medicine, and an Acupuncture License. These disciplines inform my commitment to protecting both our water resources and public health.

I joined this Board after 5 years on La Mesa's Environmental Sustainability Commission. I proudly supported Helix Water District's electric vehicle charging project, completed this March. The largest of its kind in California, it meets State electrification mandates, reduces pollution, and was funded 90% by grants, saving our customers the cost.

I also proudly support the East County Advanced Water Purification project, a multi-agency effort in which Helix will provide the final purification phase. Once operational in 2027, ECAWP will supply up to 30% of East County's water, easing strain on the dwindling Colorado River and building local water independence.
